Khalnayak was one of weakest(but still good) Subhash Ghai movie among all big Hits … But more than Sanjay arrest, it was blockbuster music, cast (Madhuri was big by then) and excellent cinematography which were high points of movie. Even if Sanjay not arrested, this would certain Hit.
