The first dialogue is such nonsense. In US, when someone is at the counter the person asks “how you doing today” as a customary greeting but there is no need for a response. Most people just ignore it and order what they want. But here the lady is almost rude telling I asked how you are doing today. Come on she is not going to take the order because she did not answer the greeting.
Secondly if one does not know English they can hire a translator at the Consulate Interview.
